The Peeples Valley Fire District is not created by a unique, standalone “special act.” Like most fire districts in Arizona, it is established and governed under general state law, specifically Title 48 (Special Taxing Districts), Chapter 5, Article 1 of the Arizona Revised Statutes (A.R.S.)
